Composition
Typically, a panchayat samiti is composed
of elected members of the area: the block
development officer , members of the state's
legislative assembly, members of
parliament belonging to that area,
otherwise unrepresented groups ( Scheduled
Castes, Scheduled Tribes and women),
associate members (such as a farmer, a
representative of the cooperative societies
and one from the agricultural marketing
services sector) and the elected members of
that panchayat block (tehsil) on the zila
parishad (district board). [4]

Indian Constitution is divided into two main tier system they are the union government or Central government . But vast country like India it cannot be going through only these two tires so local self government is made.
the gram panchayat is a small committee of 7 to 30 member who are elected by Gram Sabha .
block panchayat is a local government body at the tehsil level in the nation of India, it works for the village of the tehsil that together are called the development block
zila parishad works at the district level under the chairmanship of district collector
