1) Rest and motion is dependent on the frame of reference. That means the position (or the change of position) or location of any object with respect to an observer will decide whether the body is in rest or in motion.

2) So, I can give you an example where rest and motion is dependent on each other...

=> An observer is in rest. He/she will see a person in motion who is running or riding in a running car. Here the motion is dependent on the "rest" situation of observer.

=> Now if we consider the running person as observer, he/she will see the person in motion who is actually in rest. That's like how we see the trees running while we are in running train though the trees are actually in rest.
