Butter contains saturated fats. Therefore, it cannot be hydrogenated. On the other hand, oil has unsaturated fats. That is why it can be hydrogenated to saturated fats (solids).

Unsaturated compounds are those in which addition reaction can be obtained.

=>Butter is saturated so, can't obtained addition reaction.

=>Cooking Oil is unsaturated so, can obtained addition reaction.
