Account on Naqutis;
Besides the central government, the empire was also divided into provinces, Each province was headed by a governor called Naqutis appointed by the king and responsible to him alone. The king could change or remove the provincial governor at his own will. He usually belonged to the royal family. The provinces which was looked after the governors (Naqutis) we're known as Iqtas.

The Sultan kept an eye on the revenue system i.e. income and expenditure in the state. He appointed his own confidential men on sensitive posts. A grantee who held land and collected it's revenue to maintain himself and the army for the Sultan was known as Iqtadars. And this system was known as Iqta system. The sultan had direct control over the Iqtadars.
