This is exactly the problem with shared responsibility. Shared responsibility is no one's responsibility. People always assume that someone else will take up the cause.  

However, the problem is that we live in an integrated world and therefore everyone needs to work on this issue. For example, while Sweden is a very environment conscious society, pollution from German factories led to acid rain in Sweden.  

Also, there is the Tragedy of the Commons. For instance, international waters are common property, with no one owning them. So people think that if they do not catch the fish, someone else will. And so organizations end up overfishing.  

So yes, what you have stated is the biggest threat. And to overcome this threat, the global community has been working on climate treaties. We had the Kyoto Protocol that expired in 2012. Recently, we had a climate deal in Paris.
