Dam is the perfect example for the question .
Industrialist may develop a dam for their use for many purposes like generating electricity but tis may affect people such that - Tribals .

Conflicting goals: What may be development for one, may not be development for other. For example poor workers want low priced foodgrains whereas rich farmers want a high price for their products . Similarly, construction of dams maybe beneficial for industries depending on hydroelectricity whereas it may not be in the best interests of the inhabitants living in the areas who are displaced from their homes.
