, I guess it depends what you mean by a "physical quantity". For example, you can have 10 oranges, but there are no units (unless you consider "oranges" as the units) and although each orange has a dimension, each orange has a different dimension, so the 10 oranges don't have dimensions as such. Pure numbers don't have units nor dimensions, but pure numbers are not really physical quantities.Source(s):
