Because integers include positive and negative numbers and whole numbers start numbers with 0

As we know the whole numbers are 0,1,2,3,4,5,6(Infinty)
But integers numbers are -3,-2,-1,0,1,2,3
So that's why all integers are not whole numbers
Hence-3,-2,-1 are integers but not whole numbers.
