Toss a ball straight up in the air. It will slow down, stop, and fall back down into your hand. When it's at its maximum height its velocity is 0 for just an instant, but it was moving under the nearly constant acceleration of gravity the whole time.

On the other hand, if an object's velocity stays at 0 or any other fixed value over a nonzero period of time, then the acceleration: the rate of change of velocity, is obviously 0 during that period.

'V' is the final velocity of the moving body with an acceleration.

Here, final velocity can be zero when the object comes to complete rest, i.e , the object doesn't move at all.

〽️Example :- A freely falling body comes to rest after leaving it from a Height.

Here, there is some acceleration. But it comes to rest after some time.

OVERALL VIEW IS

V = 0 when in comes to rest after some time. 'V' is final velocity.
