No ,we can't measure it with a metre stick as the size of metre stick would get relatively doubled as it also belongs to the universe.Yes it can be tested by checking upon the speed of light as it is universal constant and it would travel half distance as it would have travelled with initial size of universe in same time interval.
If all the clocks also run at half the speed then there would not be any difference in the overall universe's system and we would not be able to know that there was a change in universe's size.
7.To measure thickness of a paper, we may take a sheet of number of paper and calculate its thickness with precision using tools like screwgauge and then the result has to be divided by the total number of sheet to get approximate result.
To measure huge distances, like between sun and moon,Parallax method is considered realistic and useful
