Growth is a quantitative measure but development is a qualitative measure.  Growth can be expressed numerically but development cannot be expressed numerically.  Growth is a smaller part of development but development is a bigger term including growth.  Growth can be positive or negative but development will always be positive.  Accurate numbers can be found for growth but development cannot be measured accurately.
