Cabinet minister is a person having powers regarding the ministry. Prime Minister is the head of a certain department of the govt railway minister of India. The Prime Minister is the head of cabinet minister because the cabinet minister are worked under the Prime Minister.

There are two kinds of minister

1. Cabinate Ministers

Cabinate Ministers are ministers of central Government. They are not accountable for any state but they are accountable for the whole country.
