Who are called ministers ?
A minister is a person having powers regarding their ministry. A minister is the head of a certain department of the Govt. e.g. Piyul Goyal is the Railway minister of India.
There are two kinds of minister
1. Cabinate Ministers
Cabinate Ministers are ministers of central Government. They are not accountable for any state but they are accountable for the whole country.
◆ A cabinate Ministers are appointed by the Prime Minister of India directly from the party who is in Majority and from which The prime minister belongs.
◆ They are head of any certain department throughout the whole Country, e.g. Sh. Arun Jaitely is a cabinate Minister and head of Finance minister for whole the country.
◆ They works under the prime minister himself and they need to report to the Prime Minister. Because The Prime Minister is the head of Cabinate Ministers.
2. State Ministers
the state Ministers are appointed by the Cheif Minister of a certain state. Thier responsibility lies within the physical boundary of the state. They are only accountable for the incident which happens with in the state boundary.
◆ A state Minister is appointed by the Chief Minister directly from the party who is in the majority of Vidhan Sabha election or from that party from which the Chief Minister belongs.
◆ They are head of any department of the sate Govt. e.g. Satendra jain is the transport Minister of Delhi but his powers are limited within the boundary of Delhi
◆They need to report to the Cheif Minister of that state because they works under the Chief Minister.
