answer1))Let's start with the Basics first.

The   Union Council of Ministers, consists of the following ministers:

1. Union Minister or Cabinet Minister.
2. Minister of State.
3. Minister of State (Independent Charge)
4. Deputy Minister.


1.Union Minister.

A Cabinet minister or a Union minister is the person who commands  the utmost authority of the concerned ministry. He/she is appointed by the President following a consultation with the Prime Minister. When it comes to eligibility, the individual has to be a member of either of the two houses of the Parliament (Lok Sabha or Rajya Sabha). A Cabinet Minister is  the head of a particular ministry such as Education, Health, Home, Foreign, etc.


2.Minister of State.

A Minister of State works under a Union Minister.The MoS reports to the Cabinet Minister. To be precise, he/she is the junior member who works in close coordination with a Union Minister . 
Their activities involve day-to-day functioning of ministry and taking care of the state-centric functioning of a ministry.


3.Minister of State (Independent Charge).

A Minister of State with independent charge is a minister without an overseeing Cabinet Ministerin the State or Union Government of India. He/She is in charge of his/her ministry, unlike Minister of State who is also a Minister but assists a cabinet minister.

4. Deputy Ministers.
The concept of Deputy Ministers is not much seen in India. A Union Minister is generally assisted by a MoS and a Deputy Minister.
The role is similar to that of an MoS but with less responsibility.

The Cabinet is a real policy making body of the Council and is constituted of its senior members. The Cabinet meetings are not attended by the Deputy Ministers and Ministers of State.

Who is a Minister of State?

A Minister of State reports to the Cabinet Minister. To be precise, he/she is the junior member who works in close coordination with a Union Minister to help the latter in meeting national goals pertaining to that Ministry. It is incumbent upon a State Minister to deal with issues of the ministry under the aegis of the Union Minister.

Minister of State with Independent Charge

Sometimes a State Minister is given independent charge of ministries, which don’t have a Cabinet Minister to oversee the operations.

It is to be understood that the power of the Minister of State is confined to the particular region, and it is his responsibility to take care of the state-centric functioning of a ministry. The Union Cabinet minister comes into picture when a bigger policy decision needs to be taken. Moreover, the PM may not always call all State Ministers to discuss issues, but only the Cabinet Minister.

As far as my knowledge is concerned there are four type of ministers in a government in power . Cabinet ministers, state ministers , dy. ministers and parliamentary secretaries . In present days the parliamentary secretaries are not in the race .A cabinet minister is the member of core comity of cabinet . They are taking all decisions on behalf of the government , which are being called the cabinet decision . These cabinets are both the places in central government as well as in the states governments .The union minister are the ministers of the central government . Deputy ministers are there in both the places , in the states as well as in the center as i wrote earlier
