The Union Council of Ministers, consists of the following ministers:

A Cabinet minister or a Union minister is the person who commands the utmost authority of the concerned ministry. He/she is appointed by the President following a consultation with the Prime Minister. A Cabinet Minister is the head of a particular ministry such as Education, Health, Home, Foreign, etc.
2.Minister of State.
A Minister of State works under a Union Minister.The MoS reports to the Cabinet Minister. To be precise, he/she is the junior member who works in close coordination with a Union Minister .
Their activities involve day-to-day functioning of ministry and taking care of the state-centric functioning of a ministry.
3.Minister of State (Independent Charge).
A Minister of State with independent charge is a minister without an overseeing Cabinet Ministerin the State or Union Government of India. He/She is in charge of his/her ministry, unlike Minister of State who is also a Minister but assists a cabinet minister.

4. Deputy Ministers.

As far as my knowledge is concerned there are four type of ministers in a government in power . Cabinet ministers, state ministers , dy. ministers and parliamentary secretaries . In present days the parliamentary secretaries are not in the race .A cabinet minister is the member of core comity of cabinet . They are taking all decisions on behalf of the government , which are being called the cabinet decision . These cabinets are both the places in central government as well as in the states governments .The union minister are the ministers of the central government . Deputy ministers are there in both the places , in the states as well as in the center as i wrote earlier
