Our constitution gives Rajya sabha special powers over states.

The most common work for Rajya sabha is to look after the interests of various states, regions and federal units.

Lok sabha however exercises more power in money matters. Once lok sabha passes the budget of the government or any other money related law, the Rajya sabha cannot reject it.

Most importantly the Lok sabha controls the Council of Ministers.
