He started this movement with the surrender of titles that the government awarded and boycot the civil services and foreign goods. He told that if government use repression then we would launch a full civil disobedience campaign. But the leaders of congress did not want to participate in this movement. they wanted to participate in the council elections. But in December 2920 with a compromise the idea of non cooperation programme was adopted.
