Can you explain this line i understood it,when rotating first on one plane then on other plane small angular displacement is vector and large displacement is not vector but what about in horizontal circular motion there's angles are large and they are also vector(axial) isn't it?? and we are rotating in one plane only and also how small angular displacement valid there???

I'm unable to get it can you explain
