Paste refers to the feature where the user actually can copy or cut the items of a document and hence transfer them to another.
When we talk about paste special it basically allows for the items which are being transferred to get formatted in a lot of different ways.
The feature "Paste special" can be found in Microsoft Excel along with Microsoft Word and OpenOffice.
