In Sri Lanka, it is a democracy but still it faces this problem as the basic principle of democracy i.e. spreading democracy to each and every person is still not possible in Sri Lanka. Here, Sri Lankan Tamils do not have the reach to democracy

Example-
In Belgium, the constitution was amended four times, but in 1993 the final amendment made was to give powers to community government which no longer were subordinate to the Central government which shifted Belgium from unitary to federal form of government
