Why do all the answers so fare assume that ‘democratic’ means the same as voting when very few governments so chosen by get like a majority of voters or are popular with the people.
What makes the Chinese government which is measured (by Pew research) and widely accepted as popular with a large majority of the population (c. 80%), non-democratic?
But Trump, who got 26% of the eligible vote, many of them holding their noses to avoid someone they disliked more, is democratic.
For what it is worth, I do not think we have much democratic government yet anywhere.
