An object is at rest when it doesn't move according to the surroundings around it.
It doesn't possess any Kinetic Energy, unless it is moved. It possesses Potential Energy when it's at rest, which slowly starts converting into kinetic energy, while starting to move.
Examples of rest:
A boy standing at the bus stop, without moving
A book placed on the table
A man lying down on the bed
A ball placed on the ground
