An object will accelerate when there is a net external force acting on it. But, it will not accelerate when the net force is zero, even though there might be an external force acting on it.

For example:

A wall does not move when you push it.

A bus does not move when you push it.

A stone kept on the ground does not move even though the earth attracts it with a gravitational force.
