He requested/prayed to her for a cup of water.

He told her to give him a cup of water.

Here we cannot use other verbs like ‘requested’ or ‘exclaimed’. This is because in the direct speech he is not saying ‘please’ or there is no use of an exclamation mark (!). It is only a straight sentence. So we use ‘he told her’.
