During the sultanate period the state was a militaristic and aristocratic nature and theocracy, i.e. The state 's chief was the head of religion. In other words, the state' s nature was islamic. It did not mean that the sultans allowed anyone to rule open violation of islamic laws. Besides this, muslims were not allowed to control state policy as the sultan was a completely dictator. They were not subject to any restriction and their word was law. L was the real source of the power of the sultans at that time military power and was the chief commander of the army, the chief law - giving, and the last court for appeal. For this reason, the sultans extended "Persian wheels" or "shakiah" for technical assistance, in order to instill the Wells l firuz shah tughlaq, a large number of canals.
