1.Hole are made in banners and hangers because of higher wind is blowing then wind will get no path to pass through it.So at last with more force of high speed wind the hangers will torn or damage so holes are make so wind can pass through it easily.
2.Because when train is moving with high speed wind also come with it if speed is more then wind speed will also more that our body cant endure and we fell down or fly somewhere else.
3.Because there is no air.
4.Because at that time roads and some old building become weak and have chance to collapse and harm lives and also wires might be broken and if electricity is passing there is water so if contact with it we can lose our life.

Since air exerts pressure, wind blowing at a high speed may break or displace things. If holes are made in hanging banners and hoardings, then air can pass through these holes.
