If you ask that in my opinion they all should be educated not much but passed of class 10th.
I also wanted to tell you that to became a prime minister or president he or she should be educated.

yes, education is extremely necessary for a political leaders.
Because educated person have more capabilities to check overall development and steps important for betterment of one's own country .
