It is a type of telling good thought

Simply means,
If someone done something wrong to you so it's not good that you will also do something wrong with him.
If he troubles you let him be but you should stay calm and ignore him.

this phrase means that:

it is never right to wrong someone even if they have wronged you first 

eg: if your friend gets you in trouble/lies/cheat you there never a reason for you to do the same to them .
after all "an eye for an eye makes the whole world blind"
