MERISTEMATIC-
1) the cells of meristematic tissue are small and undifferentiated.
2) They provide growth to the plant.
3) They have small vacuoles.
4) They have the ability to grow and divide.
5) The cells are living.

PERMANENT-
1) The cells of permanent tissue are large and differentiated.
2) They provide protection, support and conduct food, water and minerals in the plant.
3) They mostly have a single large vacuole.
4) They cannot grow or divide any further.
5) They cells may be living or dead.

There are several differences between the two but there's one major difference-Meristematic tissue has the ability to differentiate and grow whereas permanent tissue does not have such an ability.
