Democracy
Explanation:
- As the decision are first agreed upon before arriving at a conclusion that is why due to negotiations and deliberations the decision making gets delayed. The proper procedures set by the constitution need to be followed in democracy.
- It is different from a dictatorship or one party system in which the government can impose its decisions on the people, people hardly play any role in decision making in such governments and the government is not fully accountable to the people.
