Give one word of a goverment managed by state offiecials

The state government doesn't have much in their hands as anything that has to be done by the state government for it's people or for it's state, the funds should be approved by the central government. Sometimes it might not get approved (this is for the country I stay in i.e. India). To solve these kind of issues each state should be allowed to manage it's own funding from the state economy (taxes etc)and watch them develop over time , which won't take long for some states in India if allowed to function this way.
