4 {a}^{2}  + 4a - 3 = 4 {a }^{2}  + 6a - 2a - 3 \\  = 2a(2a + 3) - (2a + 3) \\  = (2a - 1)(2a + 3) \\ thus \:  \:  \: length = 2a + 3 \\ breadth = 2a - 1
