1.A gas usually has much lower density.The molecules or atoms in gas are much further apart than in a solid and liquid.Molecules and atoms of gases usually flying around at very high speed that's why gases have the least density.

2.by keeping reservoirs at height potential energy of stored water is increased when water is allowed to flow potential energy is converted into kinetic energy. hence water flow with sufficient speed so it can be used for power generation e.t.c.
