Diamond is hard and high melting point because in diamond every carbon shares all 4 of its available electrons with other carbon atoms so it consists of 8 carbon atoms, forming a tetrahedral network. This network is very strong and rigid, Graphite can conduct electricity due to the vast electron delocalization within the carbon layers called aromaticity. These valence electrons are free to move, so are able to conduct electricity.
