third law of motion is to every action there is an Equal and opposite reaction that's why when an inflected balloon is released it takes off in the opposite reaction and in 2nd question also the condition is same if we want a boat to move forward we always push the water in backward direction Hope this answer is correct and it will help you

|] The balloon being elastic, it exerces a force on the air inside. The pressure of the air in the balloon is thus greater than outside.

When you open the balloon, the pressure difference moves the air from inside to the outside : F (force applied by the balloon envelope)  = m (mass of the ejected air) * a (acceleration given to the air).

But every action has a reaction : as the air is accelerated toward the ground, the balloon is accelerated in the opposite direction. That is why it goes upwards.

2]Water should be pushed backward with oars because every action has an equal and opposite reaction according to newtons third law of motion [Fab = -Fba] . The more force you will apply to the water backward, the boat will move forward with an equal force.
