First reason is it is about air circulation, you see hot air is lighter than cold air so naturally the hot air will get accumulated near the ceilings. The air conditioner is taking the hot air in and cooling it and throwing it, this is recirculating again and again so that the whole room is cooled to the set temp by the AC. If the ac was fixed at floor level then their would have been a large temperature differential between the air at the floor level and the ceiling level and the proper mixing of air will not happen.

Second reason is dust accumulation, dust generally tends to settle on the floors, if the intake of the air conditioner is at the floor level it will suck in more dust than it is already is collecting the lighter dust particles from the air.
