a blanket is an insulator. It traps the heat  from our bodies thus keeping us warm. Ice does not make any heat, so the blanket has nothing to trap, infact it is insulating the ice from the warmer air around it.

during winter, the surrounding temperature decreases.due to this drop in temperature, our body looses heat to the surroundings. by covering with a blanket it lets our temperature not to escape to surroundings. similarly, when we cover ice with blanket, the temperature of ice does not get exchanged with the surroundings.
