a decision was taken because farming is a form of agriculture and agriculture is having a very much mane scope...to do..it is also become a main stay in a country as India has 70 percentage of agriculture..and 1/3 Rd population is doing agriculture...as farming also it's national income 40 percentage is coming from agriculture....
