At room temperature (25°C), the kinetic energy of the particles of potassium permanganate is higher than in cold water.

That's why due to high kinetic energy rate of diffusion is higher in water at room temperature and it spreads easily.

Answer:Particles of potassium permanganate dissolve easily at room temperature but not in cold water this is all because at room temperature the Kinetic energy of the water molecules are higher as compared to the water molecules in cold water because lowering in temperature causes a decrease in velocity of collision of water .
