Because dispersion of light needs some solid clear medium(eg. prism or raindrop) so that it can disperse.

And we all know that  white light is made up of seven colours.Atmosphere works as a medium for refraction for sun rays.It is Atmospheric refraction.in dispersion all the seven colours frequencies are separated that's why we see a Rainbow whereas the sun's rays are refracted by dust particles or different layers of atmosphere.The red colour has the highest wavelength so it appears evening time.
