when a estate general meeting was held by Louis XVI. 300 representatives were sent from first and second estate and 600 members from third estate. representatives from third estate bring 40000 letters of people. at that time voting was done by this way :
1 vote from each estate means total three votes and this was how members of third estate elected .
now representatives from third estate oppose it and wanted that each person had one vote means 300votes from first 2 estate and 600 votes from third estate.
but king refused . then the representatives from third estate move out of the meeting and after that come to the tennis court and form a national assembly
