Cemented and concrete floors cannot absorb water​

because the ratio of cement to aggregate is higher

concrete floors can absorb water

whereas cemented floors cannot because they are thicker then concrete and the atoms in cement are more closer than concrete so the water cant get through/they can not absorb water
