Evaporation depends based on salinity, temperature, humidity, ambient pressure, and surface area. Given identical temperature, pressure, humidity, and surface area, river water will evaporate faster due to much lower salinity. Salt, and really any dissolved (non volatile) substance raises the boiling point of the solution, and correspondingly lowering the vapour pressure for a given temperature. In reality these identical conditions likely aren't going to happen, so each case will need to be evaluated on these factors individually.
