water stored is in the form of potential energy when water flows down it is converted into kinetic energy and it is also known as mechanical energy and this energy is used to rotate turbine.

Water present at the top of a dam has potential energy.

When water starts falling down, its potential energy is converted into kinetic energy.

When the water moving with high speed falls on a turbine, the turbine rotates. Due to the electromagnetic induction, hydro electricity will be produced in the generator.

The water at rest can not be able to rotate the turbine as the energy of water is potential in nature. It is the kinetic energy which is necessary to produce rotational motion in the turbine.Hence, the flowing water is used for generation of hydro electricity.
