Atomic size of flourine is very small.Its small 2p can not accommodate extra electrons because repulsion force will act among them leading to instability.

Fluorine has less electron affinity as the atom has 2 valence shell which makes it closely bounded with the nucleus and thus have less potential to gain an electron to complete its octet.

Whereas Chlorine has 3 valence shell which increases the atomic radius of the atom and hence it can easily gain an electron to complete its octet.
