Some specific type of species of seed germinates in water and some do not germinate in water.

So universally it cannot be stated that seeds immersed in water do not germinate.

All species need their seeds to remain in their favourable environment to germinate.

Major reason for a seed which is immersed in the water does not germinate:

Basically the seed germination depends on three important factors. They are water, oxygen and suitable room temperature. When seeds are completely immersed in water, it does not germinate, the proper oxygen exchange does not take place and hence full germination is prevented. The dissolved oxygen in water cannot reaches the seed in sufficient quantity thus prevents the germination.
