here's ur answer...but not sure...

we know that if we use water to control fires like electrical equipment and inflammeble material like petrol is very dangerous.

for electrical equipment - it's not necessary that water will be pure. and we know that water is a good conductor of electricity if it's not pure. and if we use water on electrical equipment, it can conduct electricity and we may get electrical shock.

for inflammable Material like petrol - if we sprinkle water on fire like petrol, the petrol will float on the water and it will spread more fire as petrol is lighter than water.

whereas carbon-dioxide is heavier than oxygen and it cover like a blanket and stop the supply of oxygen. and we know for burning, one of the most important thing is oxygen. as carbon-dioxide will cut off the supply of oxygen. hence carbon-dioxide is used for fires including electrical equipments and inflammeble material.
