Chlorine molecule is formed by sharing one pair of electrons between two reacting chlorine atoms, so that each atom attain stable electronic configuration of the nearest noble gas - helium, thus each chlorine atoms ,contributes one electron leading to covalent bonding and formation of single covalent bond

While in oxygen two pairs of electrons are shared between two reacting oxygen atoms so that each atoms attain stable electronic configuration to nearest noble gas -neon and formation of of covalent bonding and double covalent bond.
