a) dry litmus paper changes only in the presence of ions like hydrogen (H+) or hydronium (H3O+) ions, but dry hcl can produce these ions,and it is only possible when hcl is in the aqueous solution...therefore dry HCL do not change the colour of dry Litmus Paper.

b) Nacl is a electrolyte.. when it is in the aqueous solution it Na+ and Ca- are separated from each other....and cations and anions are attracted towards cathode and anode..this movement produces a current..therefore aqueous solution of salt conducts electricity.
