1) MERISTEMATIC CELLS HAVE A PROMINENT NUCLEUS AND DENSE CYTOPLASM BUT LACK A VACUOLES,THIS BECAUSE MERISTEMATIC CELLS HAVE AND ABILITY TO DIVIDE AND FORM NEW CELLS.VACUOLES HAVE A FUNCTION OF STRING FOODS AND OTHER NUTRIENTS THAT A CELL MIGHT NEED TO SURVIVE.BUT, NOW THERE IS NO POINT IN STORING FOOD AND OTHER NUTRIENTS WHEN THE CELL HAS TO SURVIVE.
2)Vacuole is a cell organelle used to store waste materials, store nutrients, excess salts etc. and usually big and more in number in mature cells. Meristematic cells are mainly concerned with cell division. Their primary function is mitosis. They do not have any waste material to store so vacuoles are usually absent in the meristematic cells.

Explanation:

Dense cytoplasm means cytoplasm having organelles more than a normal cytoplasm . As the meristmatic tissue divides repeatedly they need more organelles to share them with daughter cells . They have thin wall as wall breaks repeatedly for cell division . Nuclei are large so that when it will divide then it can be in sufficient amount in all offsprings. Vacuoles are absent as their main function is storage but there is no need for storage if the cell as to divide ultimately. Also cells are very small because they divide very earlier before the cell grow bigger in size .
