A) Because ventricles have to do more work as compare to atria. Ventricles pump blood into various organs and the pressure of blood flowing in them is more than that of articles.
B) The heart pumps blood at high pressure. If arteries have thin walls they would burst because of high blood pressure. That is why arteries have thick walls.

the walls of Arteries are thicker than that of ventricles. as the blood when pumped out of heart has a high pressure so to hold it arteries have thick walls, while in veins the pressure is not so high therefore walls are thin.
